The U.S. GOOS Steering Committee was formed at the request of Dr. D. James Baker, Jr., Under Secretary for Oceans and Atmosphere at NOAA, on behalf of interested Federal agencies. The group was requested to help in the development of information concerning options on how to match the needs of user groups with the observations and products required to meet those needs, addressing what is working well, what is not working well, the impediments we face at present, and the opportunities we face for the future.

The first meeting of the U.S. GSC was held 16 December 1998 in Washington, DC. The meeting was devoted to review of the Saxton-Weldon response document.
The second meeting of the U.S. GSC was also held in Washington, DC on 11-12 November 1999. The meeting reviewed progress in U.S. GOOS during the previous year.
The third meeting of the U.S. GSC was held in Huntington Beach, CA on 29-30 June 2000. The meeting reviewed the needs of users in the California Bight region. Special presentations were made representatives of regional organizations.
The fourth meeting of the U.S. GSC was held in Charleston, SC on 17-18 January 2001. The meeting objectives were:
